Home o Control of conditions and environments that develop the gangster, the racketeer, the pervert and all other chronic criminals, is now squarely up to the scientist and the home, rather than the police and the courts. Also the maladjusted home, whether it be in the slums or the suburbs, is the real cradle of crime. These conclusions have been reached aftér years of study by research agencies of the University of California, in collaboration with the Bureau of Research and Guidance of the Berkeley School Department. The studies have revealed that chronic delinquency is not being cured or checked in the vast “majority of cases where it had not been attacked in the home or the school, and that the agencies set up by society, for the control and punishment of the criminal, may provoke as well as prevent crime. Findings in possession of the bureau and the University . establish the disheartening fact that the early delinquent will bog down deeper into crime, despite all restraint, unless he is taken 'in hand when his destructive behavior first becomes apparent. Also that’a large percentage of supposedly non-delin. guent children become criminals later in life. Concurrent " studies by Nathon Bodin, graduate student of the University, showed that 92.5 percent of a group of Berkeley problem children in schoo! some nine years ago, have since become delinquents and criminals. parents or other adults, may develop into as vicious and puzzling a criminal as the criminally inclined half-wit, the studies revealed, emphasizing the necessity for making the home the first point of crime control. That the home holds the real solution of the crime problem is attested by the fact that the Berkeley School Department has no record of a serious delinquency case developing from a normal and wholesome home. On the other hand the maladjusted home and improper and misguided adult restraint and adult misunderstanding breed virtually all delinquency and crime. A study of three separate groups of children, group, from all types of Berkeley public schools, some interesting and challenging results. One group was de-_finietly delinquent, but this delinquency, was checked or stopped to a marked degree by scientific treatment and home cooperation. The second group, with like problems, was allowed to go uncheckefl. Virtually all showed increasing and serious delinquency as the study progressed. The third group, with no apparent behavior problem, developed a high percentage of delinquency within three years.
