Police Unless a state police system is established in California and in'the other states of the Union “‘we shall continue to lock on our police service with shame and contempt, and we shall remain what We are today, the mosi crime-ridden ¢ountry in the civilized world.” This is the prediction made by August Vollmer, professor of criminology in the een of Califorgia and for many years thé chief of police of Berkeley, in a book, ““Crime and the State Police,’’ which has turned out by the University Press. Professor Vollmer collaborated in the work with Alfréd E. Parker, a graduate student of the University. “In, fact,” Professor Vollmer says, “Inefficiency in police work, resulting in part from the poor selection and trainjust been ing of police officers, is entirely too general in this country— . so general in fact, that our police systems have broken down. “With few exceptions, sheriffs and constables are no _ longer able to meet adequately the present problems of crime. On every hand, and almost under the eyes of these officials, criminals are successfully making their attacks on society. The sheriffs and constables can do little about it, for they are overburdened with civil duties, to say nothing of the fact that they are seeldom trained or equipped to cope with modern criminal warfare. “Tradition and politics are still at the helm, and the criminal, taking advantage of this situation, carries his actvties to unbounded mits, laughing while wornout police and criminal justice machinery grinds and squeaks.” Of the sixty-nine departments and departmental subdivisions in California’s state government, fifty-eight find necessary to exercise police power, thus causing a costly overlapping of duties and the forced assumption of many work details that could be more adequately handled by a single state. wide force.
