The importance of this proposal for governmental control is revealed in a book ‘‘Industrial Discipline” by Tugwell,
published in 1933, just as the Roosevelt Administration was
getting under way. .
In the Tugwell book, the federal government is named
as the proper disciplinarian and the first step would be capital allocation. [n plain words that means just how much
capital should be put to work at what and where. That having been done and capital having begun to earn something,
corporate surpluses, in excess of an amount of the cost only
of replacement, should be driven, by taxation, into the open
investment market. No funds should be allowed to be retained for expansion purposes and the government should exercise final control of new capital issues.
Still, Mr. Tugwell says, these funds forced into the investment market should have supervision and this might be
done through federal incorporation of business. He suggests
an alternative, however, namely a tax on unused capacity.
Under this plan, Mr. Tugwell concedes that incorporation of business would have to be transferred from the states
to the nation, ‘“‘though some subterfuge might need to be employed,” to quote his exact language. Thus says the author,
the different uses of capital would need to be supervised,
prices would have to be controlled and weak. businesses, consumers, workers, farmers and technicians would have to be
controlled by the government. :
That is Tugwell’s plan for industry's ultimate, call it
Facism, Communism, Tugwellism or what have you. Tugwell has been Roosevelt's main and favorite adviser s.ince the
beginning and he still holds that post. The inference is that
the President accepts the Tugwell philosophy.
The tax on unused capacity is the most devastating of
these proposals. It would mean that the factory which did not
have enough orders to engage its entire capacity, the farmer
who did not put every acre into production, the railroad which
did not have every car in use all the time, the store which was
not doing its maximum business would be taxed for such deficiencies, whatever the cause, all of which would mean
chaos.
