While the campaigns, for the
most part, forthe bond issues and
the elementary, high school,
and junior college and county
school board seats have been kept
at a fairly low key on the surface,
there has been considerable campaigning in the background and
the district-wide election will
probably produce some surprises
for both sides,

Roese Wins Vote
Of Confidence
After Hot Fight
Nevada City Manager Henry
Roese came out of an executive
session Monday night and
mustered a narrow 3-2 vote of
confidence.
Some heated opinions were apparently voiced in the executive
meeting, for there were some
heated exchanges after the
council reconvened,
The heat was generated over
Roese'‘'s requests to retain Stan
Howard who has been helping with
book keeping and billing on city
freeway work and to retain R. W.
Ingram of the engineering firm of
McGuire & Sons for engineering
advice.
Roese told the council he had
initiated these steps and wanted
council approval, Howard would
get $450 per month and would
continue on for another three
months and Ingram would be paid
$12.50 per hour as his services
were, required, It was Roese's
plan to use Howard to aid in
preparation ofthe budget and
handling of special tax funds and
to use Ingram to eliminate the
current city policy of engineering
by rule of thumb,
The council went into executive
session at about 10:30 p, m. at the
end of the regular meeting, but
returned to the chambers a few
minutes later, Councilman Ben
Barry contended the matters requiring discussion should be done
in open session,
On the motion to approve Roese's
requests, Mayor Arch McPherson,
Councilman Dan O'Neill and
Councilwoman Carole Friedrich
voted for the move and Councilman Barry andBerylRobinson cast
dissenting votes.
