continued for the nuclear
submarine Thresher, which
disappeared during a practice dive on Wednesday with
129 men aboard. Naval officials said that the nuclear
reactor would not present a
radiation hazard in the
ocean. Some marine biologists disagreed, saying that
it was possible that if radioactive material escaped
from the reactor into the
ocean over a long period of
time, damage to marine life
might occur.

fwhether or not the land
owned by the applicant
meets the qualifications
which the Legislature would
set forth; \
(7) Land once under the
. program would remain there
, until it changed use or until
. the owner requested a change
and paid any and all taxes
e;
(8) Once the land changed
use, it would be subject to
additional taxes equal to the
‘. difference, including interest, between the taxes paid
“. under the use assessment and
those which would have been
paid without the special assessment;
(9) It placed a moving
seven-year limit on these
additional taxes; and
(10) It required that the
Legislature w ould, by statute, provide for the collection and distribution of the
additional taxes and interest.
"The need for legislation
of this nature stems largely
from the fact that through
the present system of assesment there has been a loss of
more than two million acres
of prime farm land, " Lunardi
reminded, .
“In the last five years, the
rate: of urban encroachment
on select farm land has been
200,000 acres per year. A
census showing how many
farmers have been taxed off
their farms located close to
metropolitan areas points out
that the number of California
farms fell about 26,000 between 1954 and 1960. It has
been estimated that between
10,000 and 15,000 of this
number and their acreage

‘were lost to agricultural usage."
Assembly man Lunardi
cited the situation in Santa
Clara County as a prime example of the loss of top farm
land through “urban scatteration” and through the farmer
being forced out by taxation.
According to the Planning
Director of Santa Clara
County, “if all the land in™
subdivisions and related
urban uses which have withdrawn from agricultural use
in Santa Clara Valley sifice
1957 were placed in one
spot, it would total approximately 26 square miles. But .
this development has occurred in such a fashion that
it embraces a 200 square
mile plot”.
