Indians Are
Isolated
California Indians, with the
largest rate of population growth
of all the state's ethnic groups,
also lag most in employment,
education, and income, according to'a new report from the State
Fair Employment Practice Commission, . ’
"As a group, California Indians
have been isolated from the social
and economic advances made by
other minorities in recent years, "
saidC, L. Dellums, FEPC chairman, in releasing the 41 page
study titled "American Indians in
California," The booklet is the
fourthin an FEPC series, Previous
publications have dealt with
Negroes, the Spanish-surnamed,
Japanese, Chinese and Filipinos,
Dellums pointed out that the
new study showed a 95 percent
increase--compared to 48 percent
for all ethnic groups--in Indian
population between 1950 and
1960, rising from 20,000 toa
reported 39,000.
"Even that high rate of increase
may not reflect the actual growth
of their numbers in the state, "
Dellums said, “Some sources
have estimated the Califomia
Indian population near 75,000.”
He explained that several reasons
accounted for the-increase--d
high birthrate, improving health
conditions, and the relocation
program of the U.S, Bureau of
Indian Affairs which assists
Indians who leave reservations to
settle in urban areas, In the five
year period ending with 1960,
18 percent of all Indians over five
years of age in California had
migrated from other states,
mostly as a result of relocation
programs, Accompanying this
migration, Dellums said, has
been a shift in Indian population
from rural to urban areas, “The
problems resulting from this shift,
especially in employment and
housing, are among the major
difficulties the Indian faces
today," hesaid, "So far, community and government resources
have failed to deal effectively
with those problems, But they
must be confronted and solved,”
Dellums saidthat Indian unemployment was undoubtedly the
gravest problem revealed by the
FEPCreport, For Indian men the
unemployment rate in 1960 was
over 15 percent, compared to 12
percent for Negro men and 5 percent for whites, The unemployment rate for Indian women, 11
“percent, was equal to that of
Negro women and second to the
13 percent for Filipino women,
Thirty-nine percent of all
employed Indian men work in the
manufacturing industries as operatives and craftsmen, An additional 28 percent were farm
laborers or occupied with other
unskilled tasks. Less than four
percent of Indian men were employed.as professional or technical workers.

Elks Dances For Teenagers
The Christmas dance for teenagers sponsored by the Youth
Committee of the Nevada City
Elks at their Pine St, Lodge drew
over 500 in attendance, completing a year of the hugely
successful semi-monthly events,
Another series of dances featuring top rock bands from the
valley and the local area will
begin in January, according to
general chairman Don Baker, .
The dances have served well
over 5,000 teenagers during the
year, The most popular Christmas dance featured the "New
Breed" from Sacramento,
Lodge secretary H. L. Childers
stated that “these dances have
not been entirely free of bad
behavior or disturbances, but the
Elk committee has worked hard
to eliminate problems as they
become apparent. It is only

Attacks
Tax Plan
The State Board of Equalization
opened a yuletide package of
proposed federal legislation last
week, decided it could cost
California historic taxation rights
andnearly $100 million in annual
revenue, and refused the parcel.
Board Member Paul Leake said
the bill, designed tocorrect some
sales tax problems for multi-state
firms, was a "Trojan Horse” that
could also cost the State dearly
in unfair business competition
and pave the way for an exodus
of firms,
The Board formally opposed the
bill of Congressman Edwin E,
Willis (D) of Louisiana (H.R.
11798) as a usurper of historic
rights in sales and use tax field,
A delay is sought in January 26
hearings on the billin Washington
to allow the states to assess its
impact,
"This unprecedented federal
invasion into the state tax field
is intended to ease the compliance burden of interstate sellers,
but it goes too far," Leake warned,
"It tries to repair the watch with
a sledgehammer, "
The Board said that under the
formula proposed in the new
federal-state “partnership” on
sales and use taxes, revenues to
California cities and counties
' would be cut an estimated $20
million annually, and the State
would lose $75 million,
_ States could choose to continue
their present sales tax law, but
would have to surrender most of
_ their powers to require interstate
sellers to collect and pay sales
and use taxes,
States desiring to increase their
power to tax interstate transactions must adopt a uniform
sales anduse tax law which gives
the U.S, Secretary of the Treasury
administrative and rulemaking
authority,
The Board said this provision
would "cause an upheaval in our
procedures, It would institute
new concepts of taxation costly
to the State, "
Under the bill, certain out-ofstate companies could compete
here sales tax-free against California firms which would have to
add the 4 per cent tax,
