SACRAMENTO About 30 people from Nevada and Yuba counties aré improving the quality of recreation at Harry L. Englebright Lake, near Smartville. They are working on a program called Title X (Ten) of the Public Works and Development Act. What it amounts to is that the Army Corps of Engineers’ from the Department of Commerce to employ people from the two counties who have exhausted their unemployment benefits or who are ineligible for benefits. “Everyone gains from this program,” said Larry Smith, park manager at Englebright. ‘People who were out of work now have jobs, we’re getting things done that would have taken us years to do, and the public is getting a better Sacramento District, the federal agency that operates the lake, has received funds 8 — THE NEVADA COUNTY NUGGET — Thursday, December 4, 1975, Fnglebright Lake facelift recreational facility.” While the idea of the program is mainly to put people to work, it is serving also to improve skills. A typical example is the construction of a rock wall and steps along the trail that winds up the side of the canyon to vista points overlooking the dam, lake and valley. Working on this project is Jaime Pengelley of Grass Valley, who had done some SOME TREE THINNING is part of a days work at Englebright as workers attempt to improve the quality of the recreation and camping facilities around the lake. Bicentennial licensing Washington, D.C.-The American Revolution Bicentennial Administration (ARBA) is considering a January 31, 1976, cutoff date for license applications for Bicentennial commemorative items now being manufactured under license from the ARBA. The notice will be published in the Federal Register to allow 30 days for public comment.Under the 15-month old licensing program, manufacturers are licensed to make Bicentennial commemorative items bearing. the natignal. symbol.and the legend: ‘Officially Recognized Commemorative of the American Revolution Bicentennial Administration.”’ The manufacturers pay royalties to the ARBA which are used to support Bicentennial projects around the country. The January 31 cut-off date will apply to license applications for categories of items already licensed. Items affected by the action would include such items as flags, needlepoint kits, mugs, plates, paper weights and lapel pins. The action is proposed to assure an appropriate selection of official commemoratives and to encourage licensees to provide maximum distribution of all licensed products to the American public. Others on the crew who have never worked with rock before are learning fast, and by the time the program is over we should all be pretty competent at it.” Most of the camping areas around the lake are primitive, but the Title X program is changing that. Camp sites are being developed with tent pads and rock fire rings. Trails are being put through the camping areas, and dense, low brush is being removed from the campgrounds to minimize the ' fire hazard and to allow the sun to reach some of the lower ‘ growing plants. “All work is being done by hand, except for the use of ¥ chain saws,” said Paul Barf ney, park ranger at the lake. “The quality of the work is better than could be done with tractors or other motorized equipment. Every rock and shovelful of dirt is placed carefully and precisely, and by doing the work by hand there is minimum disruption of the environment. “One of our most important considerations is that the work fit in with its surroundings. We tailor the work to fit in with the

It’s carrying capacity for camping. What we’re doing is improving the quality of the facilities.” Camping areas are accessible only bv boat at Englebright. In the past, people have tied up their boats at the shore of a camping area and set up camp anywhere they wanted in that area. When the campground improvements are finished, there will be about 65 specifically designated sites for people to use. A self-guided nature trail is planned around part of the lake. ‘Work on the trail would have had to wait for some time if it had not been for the Title X program,” noted Barney. I think we all feel good about what we’re doing.” Other projects the crews are working on include improvements on the administrative facilities, clearing dirt from parking lots, trimming trees, and constructing storage areas, picnic tables and roads. The Corps’ Sacramento District has similar activities going on at Black Butte Lake in Tehama and Glenn counties, and at Success Lake in Tulare county.
