Max Rafferty Paints A Gloomy Picture

delighted local Republicans
Monday night with a sincere,
table pounding speech that ranged
in subject matter from Viet Nam
to unification,
Rafferty was the guest speaker
at the annual Lincoln Day dinner
sponsored by the Nevada County
Republican Central Committee
in the Horsemen's clubhouse in
Nevada City. More than 200
party workers, and county and
state officials attended the dinner,
Rafferty told the group it was
ironic that Abe Lincoln walked
12 miles to return a-book and we
celebrate his birthday by closing
_ allthe libraries, He said Lincoln
would not be able to make his
» way today because of all of the
government restrictions and controls,
He said Lincoln received many
letters from the people in his
time and hedidtoo, He has
learned as a philosopher to have
philosophical detachment, but
could not avoid becoming involved after receiving a letter
from an American soldier in Viet

When the council members
returned from the 20 minute
executive session, it was explained that the city ordinances
put the job of hiring and firing
in the hands of the city manager,
Mayor Arch McPherson then
read a letter from the Nevada
City Business and Professional
Women's Club urging that Mrs.
Thue benamed to the post. The
mayor said he certainly agreed
that women belonged in local
city government. This was
proven by Councilwoman Carole
Friedrich, he said, but he added
he thought they should be properly
trained for the job. He said the
decision as tothe new chief
rested with the city manager.
Robinson said he agreed that
Mrs, Thue had not submitted an
application for the job,
He said he had only received
one application and that was
from Moon, He said Moon had
worked on the city police force
and for the sheriff's department.
He said he personally believed
Moon would make a good chief
_ andherecommended his appointment,

"I thought I was making an
i appointment that would please
. everybody," Nevada City Manager Beryl Robinson said shrugging, “but it didn't work out that
way."
That is probably one of the
understatements of the year,
Robinson's appointment Monday
night of deputy sheriff Jim Moon
as the new city police chief
caused a minor uproar at the City
‘Council meeting.
"Local man leaves the city
police force, joins the Sheriff's
office, but then comes back to
Nevada City," Robinson continued
reminiscing about the events of
Monday night. "I thought it was
an appointment that would please
everybody,"
It apparently pleased the city
council for there wasno objection
to Robinson ‘s appointment of
Moon, but it displeased the supporters of Sgt. John Vertrees to
such an extent that Robinson was
accused of not even considering
Vertrees and the council was
accused of having already de-.
cided the matter.
Opposition to Moon's appointment as chief and to Robinson's
point of view culminated near
the end of the lengthy council
session when someone ran in and
tured out the lights of the council
chamber leaving friend and foe
all together in the dark,
City police were in evidence
when the council session finally
ended and Councilwoman Carole

Fred Anderson asked from the
audience why only Moon had
been considered and Vertrees had
not been considered, The mayor
said he had been considered.
Henry Anderson then asked if the
council believed Vertrees was
well qualified. Robinson said
Vertrees went towork for the city
in 1963 and that was the only
police experience he had,
Moon was chastized by both bf
the Andersons because he left the
city police department to join
the county staff. Robinson said
he did this because the county
hada retirement program at that
time and the city did not, Henry
Anderson maintained that Vertrees had stuck with the city and
believed someone who did this
should be rewarded,
Councilman Bob Paine said he
thought full information was
required to make a decision and
he had faith in the wisdom of the
city manager.
"So the taxpayers don't have
any say," Fred Anderson countered?
Paine said this was not true,
He saidthecity was run by a city
manager system and the manager
had the power to hire and fire.
The debate raged on for some
time with the Ancersons maintaining that Vertrees should be
considered because he had stuck
by the city, the Business and
Professional Women maintaining
that Barbara Thue could do the
job with additional training,
Robinson maintaining he would
be happy to disclose additional
information on Vertrees" qualifiJim Moon

the council maintaining that
Robinson had to make the appointment,
He finally made a formal
nomination of Moon and the
council approved the appointment,
The council accepted the resignation of H. L. Childers from
the planning commission and
named Mrs, Margaret Trivelpiece
and Ralph Buchanan to fill vacancies,
Action on the request of city
treasurer Teresa Cassettari for a
salary increase of $25 per month
