SACRAMENTO—Requests for
pay increases for state workers amounting to more than $100
nillion should be rejected and
no increases should be considered until major review is made
on the entire state personnel
system, the California Taxpay_
ers' Association said today.
"Any further boost of salaries
would only further entrench
present unsound policies which
contribute to the inflationary
salary spiral,” Robert C. Brown,
Executive Vice President of Calfew and change of the state's
personnel system occurred in
1949 and a study by Cal-Tax
shows it is time for a new apNone of the factors is present
to indicate state salaries are
inadequate. Less than one half
of. one per cent of the authorized civil service positions were
vacant more than nine months
during the past year, indicating
there is no problem. in hiringat existing pay scales. Further
the latest figures show only a
-72 per cent voluntary monthly
spearation from state employ-'
ment, indicating a low turnover
and, therefore, satisfaction with
working conditions,
The state ‘personnel board's
manner of comparing salaries
and benefits also was criticized
by Brown, Although nearly 60
per cent of the state employees
aré located in nonmetropolitan
districts, the personnel board
“has abandoned its comparison
of wages in nonmetropolitan areas. The result has been that
comparisons. are made primarily with Los Angeles and San
Francisco areas, where salaries
are highest in all fields and liv_ing costs are highest, justifying the higher salaries, In today's age of computer technol-.

The number of classifications
has prolifierated and now exceeds 3,200 job classifications,
Tuis number is excessive and
-indicates the state has been the
victim of its own salary setting
practices, Brown said, Whenver erployees reach the top
of thelr five ‘step pay scale, it
appears they promote creation of

‘HS girls
ousted
for garb
A shortage of propane clashed
with Nevada Union High School's
regulations on feminine garb
Monday and.a number of girls
who wore slacks, thinking heating would be cut to save fuel,
were ordered to go home and
return wearing conforming garments,
Regulations provide slacks
may be worn when it is snowing,
but there was no snow, just
rain, and the alleged lawbreakers were ousted,
Girls and parents alike were
irked, some of the girls claiming teachers told them Friday
they should dress warm on Monday because propane probably
would be rationed and room
temperatures would be less than
However, NU Principal. Edward Frantz said he. checked
with teachers and was informed
they had told the students such
rationing might happen, not that
it was going to happen, Frantz
said he learned the girls would
be told later if they should start
dressing more warmly for class,
The principal justified sending
the girls home for dresses because the student handbook stipulates that slacks can be worn
only during snow conditions,
In any event, the local rationing of propane gas supplies
may be nearing an end as oil
