Veteran Democratic Senator Hugh Burns of Fresno was reelected speaker pro tempore of the upper house and I was again named to the Senate Rules Committee, Regulations prohibit members of the rules committee from, holding committee chairmanships, At this writing, other Senate committee assignments have not been made, but it appears that I will again be named to the Finance and Governmental Efficiency Committees, The first few weeks of any session are spent in jockeying and shaking down the Legislature and this one will be no exception. But it appears now _ that certain issues will have high priority for the attention of the legislators. First on the list, if the volume of my mail is any indication, is a revamping of the State's tax structure with the aim of providing property tax relief. Everyone seems to agree on the need for property tax relief, but there is a wide . variance of opinion as to how this should be accomplished. A step in this direction was made at the last session when legislation was approved setting aside $155: million for property tax relief. How this money is to be funneled into the local level remains the key question with which we are going to have to wrestle, A. Alan Post, the state's chief legislative analyst, put the problem in these terms recently in reply to queries from the Joint —_— Committee, "Public attitudes on prope: tax relief will vary directly writh the ability to identify the magnitude of individual benefits: The tax consciousness of the permanancy of the relief also will depend upon whether it is funneled directly. or indirectly to a broad base of taxpayers," ~ In other words, those seeking relief are going to look at any plan with the attitude "what's in it for me". How long any relief plan will last will depend Union Hill School Funds Are Approved WASHINGTON, D. C. —Congressman Harold T. (Bizz) Johnson, representing Nevada County, was advised by U.S. Commissioner of Education, Harold Howe II, that the Union Hill Elementary. School District will receive $2,226.00 under Public Law 874, as amended, which provides financial assistance for schools in Federally affected areas, Burle C. Shelton made application for the assistance and he has been advised that a check should reach the school within the next week or so. McCUTCHEN RETIRES A, Allen McCutchen, in charge of personnel management for the Forest Service in California, retired on Dec, 30, 1967, Forest Service Regional Forester J.W. Deinema announced today. "Mr. McCutchen has ably served the Forest Service in the critical fieldof personnel development and placement," Deinema stated. on how the money is dispensed and to whom, Medi-Cal; which stirred up'a storm of controversy during the last regular and special Sessions, will be up for more careful examination this year with an eye toward seeing that the program does the job for which. it was designed and also does it within a financial framework the state can afford. ‘ School funding and programming also‘ loom large on the legislative horizon again this year, Sen. George Miller of Martinez, has already introduced one school measure, Senate Bill 1, by Miller, is essentially the same as his SB 311, which created an enormous amount of contorversy and was finally defeated last session. The new Dill, like the last, gives local school boards a greater range of discretion in formulating their own curriculum, This measure is sure to create more fireworks this sesSion, but seems to be a sound move toward giving more local control to the school districts, Next week I will report on some of my legislative plans and discuss the prospects for other big issues in the present legislative session, Ask Your Home Advisor _ ‘Lemon Pie Filling”’.
