it comes time to consider the
rental or purchase of an apartment or house, study these timely
signals,
Buy What You Can Afford
Many a dream home has turned
into a financial nightmare because costs weren't calculated
correctly. In addition to the down
payment, consider the money required for preliminary and closing costs, mortgage payments,
taxes, deeds, insurance, utilities
and upkeep. Next, add the expenses for furnishings, appliances and landscaping. Then
total up your -monthly housing
costs.
If you can meet your monthly
housing expenses comfortably
within your income, and still
have enough left over for food,
clothing, medical expenses,
transportation and savings, then
, you can afford your dream house.
Look Around
A home is a major investment.
When shopping around, check locations and compare neighborhoods, Ideally, the house should
be accessible to transportation,
schools, churches, shopping, recreation facilities and medical
services, Check to see if the
sidewalks, street lights, sewers
and curbs are installed and paid
for.
‘Look at the building site, too,
Quality of the soil, drainage,
and exposure to wind, sun and
shade are important considerations all year around.
Study for Soundness
Both brand new and older
dwellings should be checked for
soundness of construction, (A
spanking coat of paint sometimes
can conceal shoddy materials
and poor workmanship.) Check
important items such as the
foundation, water supply and
sewage disposal, chimney, roof
gutters, heating system, electricity, insulation and _ storage
space,
Take a good look at the walls
and ceilings, too. Many building
experts consider genuine lath
and plaster construction superior to other. materials, Durable

qualities, and increases resale
value of a home.
Consider the Future

make sure that local zoning laws
and building codes permit expansion or redesign of the dwelling, and that the structure itself is expandable. For instance,
is there an unfinished basement
or’ attic that can be converted
into a family room or extra
bedroom? Is the plumbing located
so that another bathroom can be
added without prohibitive expense?
When making additions or repairs, use the best quality materfals you can afford. Good materials increase your own use and
enjoyment and enhance the

long-term value per dollar.

' The 1968 session of the legislature opened last week with a
lot. of familiar faces in key
posts and a lot of familiar problems requiring solutions.
Veteran Democratic Senator
Hugh Burns of Fresno was reelected speaker pro tempore of
the upper house and I was again
named to the Senate Rules Committee, Regulations prohibit
members of the rules committee
from, holding committee chairmanships, At this writing, other
Senate committee assignments
have not been made, but it appears that I will again be named
to the Finance and Governmental Efficiency Committees,
The first few weeks of any
session are spent in jockeying
and shaking down the Legislature and this one will be no
exception. But it appears now
_ that certain issues will have
high priority for the attention
of the legislators.
First on the list, if the volume
of my mail is any indication, is
a revamping of the State's tax
structure with the aim of providing property tax relief.
Everyone seems to agree on the
need for property tax relief, but
there is a wide . variance of
opinion as to how this should
be accomplished. A step in this
direction was made at the last
session when legislation was approved setting aside $155: million for property tax relief.
How this money is to be funneled into the local level remains the key question with
which we are going to have to
wrestle, A. Alan Post, the state's
chief legislative analyst, put the
problem in these terms recently
in reply to queries from the Joint
—_— Committee,
"Public attitudes on prope:
tax relief will vary directly writh
the ability to identify the magnitude of individual benefits: The
tax consciousness of the permanancy of the relief also will
depend upon whether it is funneled directly. or indirectly to
a broad base of taxpayers," ~

relief are going to look at any
plan with the attitude "what's
in it for me". How long any
relief plan will last will depend
Union Hill
School Funds
Are Approved
WASHINGTON, D. C. —Congressman Harold T. (Bizz) Johnson, representing Nevada County, was advised by U.S. Commissioner of Education, Harold
Howe II, that the Union Hill
Elementary. School District will
receive $2,226.00 under Public
Law 874, as amended, which
provides financial assistance for
schools in Federally affected
areas,
Burle C. Shelton made application for the assistance and he
has been advised that a check
should reach the school within
the next week or so.
McCUTCHEN RETIRES
A, Allen McCutchen, in charge
of personnel management for the
Forest Service in California,
retired on Dec, 30, 1967, Forest
Service Regional Forester J.W.
Deinema announced today. "Mr.
McCutchen has ably served the
Forest Service in the critical
fieldof personnel development
and placement," Deinema stated.

greater range of discretion in
formulating their own curriculum, This measure is sure to
create more fireworks this sesSion, but seems to be a sound
move toward giving more local
control to the school districts,

acid fruit juices such as lemon >
or cherry pie, it will appear
thick enough when made but will
become thin when it stands,
This is especially true when the
mixture is cooked repidly, The
starch is hydrolyzed by the acid
of the fruit or, in other words,
the starch is changed to a dextrin which is one of the sugars.
When this happens, it loses its.
capacity to thicken. a liquid,
When the filling is cooked rapidly, the mixture seems thick
during the preparation but as it
cooks the hydrolysis or changing of the starch to sugar takes
place and it becomes thin,
To prevent this happening, it
is important to use a larger
proportion of starch or flour
than would be used for other
pie fillings such as chocolate
cream pie, Then don’t cook
it too rapidly, By cooking it
less rapidly you permit ‘the hydrolysis to take place during
the cooking and you can judge
oe thickness of the filling beter,
Many homemakers prefer the
fresher flavor of a lemon pie
when the lemon juice andrind is
added after the starch and egg
have been thoroughly cooked,
But in this method also, it is
important that the correct proportion of cornstarch or flour
be used for the amount of lemon juice which is added in or.
der to keep the filling nice and
