The Agricultural Department
in Washington, D.C. reports
prices farmers received for their
products in 1959 averaged 80 ~
cent of the parity price goal of
federal farm programs.
This compared with 85 per cent
in 1968. The 1959 average was
the lowest since 1939,
Under farm law, parity prices
are a standard designed to be
fair. to farmers in relation to
prices charged them for goods
and services they use in, production and in family living.
Declines in prices of livstock
snd livestock products were responsible for the 1959 price setback.
The practice of measuring farm
prices by the parity standard is
@ controversial one likely to be
debated during this year’s political campaigning.
Secretary of Agriculture Ezra
Taft Benson criticised the present
standard .as being—obsolete-and unrealistic. It is based
largely on relationship of farm
and non-farm prices in the 191014 period. That is too far back,
Benson says, because it does not
take into account today’s efficienin farm production.
Benson says ‘there is ample
room for good farm income at
present or even lower dollars and
cents prices for most crops and
livestock. The way to that greater
income, he says, is through adoption of more efficiant farming
methods and practices.
But most farm state Democrats
argue that the parity standard is
one which would promote not
only farm well being, but greater
stability for the entire economy
because it would assure farmers
greater power to buy -urban
products.
The Administration is seeking to get away from parity as a]. Pay a tuition fee, which includes
basis of price supports. It. favors
instead price supports based on
recent average market prices.

The Army Corps of Engineers
will open bids January 12 on construction of three Titan intercontinental ballistic missile launching
sites in Northern California, Congressman Harold T. (Bizz)) Johnson, of the Second District (valley-mountain counties) announces.
The three launching sites, all
part.of a network based at Beale
Air Force Base, near Marysville,
Yuba County, are near Lincoln,
Placer County; Pennington, Sutter County, and Chico, Butte
County.
It will take two years for the
construction of the “silos”? which
will house the huge milssiles and
the contro] systems at the three
locations.
Specifications call for construction of all facilities, except for
the operational equipment and
the missiles themselves, Congressman Johnson said. Included in
the contract will be storage facilities for the propellants and
equipment to handle fuels, the
control centers, blast locks and
air filtration structures, sewage
disposal and a water system and
security fencing and lighting.
A pre-bidding conference will
be held at 19 am. January 5 in
room 4202 of the State Oapitol,
Sacramento, for interested contractors.

1960, whichever is later.
