Straw Vote
Discussed
By Council
Councilman William
Mullis suggested at Monday
night's meeting of the Nevada City Council that the
city might want to send out
ballots on the freeway
question with the water bills .
In this way, he said, the
council might get a larger
expression of public opinion
than at a public hearing.
"Right now, "hesaid, "we
don't know whether it's 200
or 2,000 people who oppose
the freeway. "
Mullis stated "I don't care
wherethe freeway goes. I ‘ll
go along with the people."
However, he reiterated his
opinion that the present route
is the best possible one.
Councilman Craig Davies
supported the idea of a straw
vote. Davies opposes the present freeway route.
There wassome discussion
of the technical problems of
conducting such a vote.
City ManagerH.J. Ray
questioned whether a vote
should be held before the
state's review of the freeway
route, or after.
Councilman Jack Brickell
expressed interest in a vote,
to make the next move,
Straw ballots on the freeway matter were sent out
with the city water bills in
1951. The result showed 69
water users opposed to the
downtown route, as against
60 in favor. Only 172 out of
800 water users filled out the
ballot.

State, Hearing
Requested By City,
--Vote Unanimous
Nevada City has asked the State of
California toreview "the route and plan"
of the proposed freeway through the town.
The formal request for a review Came in
the form of a resolution passed unanimously by the city council at Monday
night's regular meeting.--Resolution
No. 216.
The vote is generally considered an
initial but vital victory for those who
oppose the present downtown route and
favor arelocation. It is the local action
necessary to bring the issue to state
level.
In its resolution No. 216, the council
calls upon the appropriate state officials
to conduct a public hearing in Nevada
.City for the purpose of reviewing the
adopted route and allowing "all interested parties to express their views
and to present evidence either for or
against" it.
At the same time, it was noted in the
Priorities
Are Listed
A freeway is a freeway,
regardless of its termininating point.
On this thought the California Chamber of Commerce highway priority
meeting Thursday night resolved the only stumbling
block to unified tri-county
recommendations on highways.
TheNevada City Chamber
of Commerce had placed the
freeway to Grass Valley in
third priority spot. Grass
Valley Chamber of Commerce wanted it to remain
in the second spot.
County Assessor Charles
Kitts, chamber member in
Nevada City, pointed out
that any change in the Nevada City section that might
come from a review of the
route would not change the
designation of "Grass ValleyNevada City freeway." He
suggéstéd the Nevada City
chamber go along with Grass
Valley on the priority.

resolution that a freeway route had been
adopted by the council, but that "a considerable number of persons’ and certain
organizations are opposed tothe location
of said freeway."
In passing the resolution, the council
stated it "does not at this time make any
recommendation either for or against"
the present route.
A small group of those favoring relocation attended the session. However,
discussion was not prolonged. H.M.
Haley stated he was present to see the
council request the review of the proposedroute, as promised ata public mass
meeting held by the council two weeks
ago to air freeway opinions. Mr, and
Mrs. C.A. Bennett also spoke briefly.
Otis Gaylord thanked the council for its
action.
Certified copies of the resolution are
being delivered tothe state highway com
mission andthe state highway engineer.
The motionto adopt the resolution was
made by councilman Jack Brickell, with
councilman William Mullis seconding.
