PARSONS WINS AGAIN .
Post Office Proposal
Berkeley Man»
Wins For TheFourth Time
Berkeley 's amazing Bob Parsons
pulled away fromthe pack again
last Sunday to win the Tour of
Nevada City bicycle race for
the fourth straight year.
The Tour seems to be a race
for successive wins, Bob Tetzlaff of Campbell w on the first
two years and Parsons won the
last three years. But few thought
Parsons could take it four times
in a row.
There were about 60 other cyclists in the race trying to make
sure that he did not win again
this year, but someone forgot to
tell Parsons about it.
Parsons stayed in with the pack
of. front runners for most. of the
45 mile senior event and the
lead changed hands several
times, He was pressed hard by
runner-up Dave Brink of Berkeley and Brink took over the lead
several times.
But with almost 12 laps to go,
Parsons, who looked like he had
just come on the course, suddenly started to pour on the
speed and he was out of reach
for the rest of the race,
At the final uphill sprint. finish, Parsons was a good quarter

Grass Valley Has To Scrap Plans
To Use Junior High Next Year
A new state ruling on building
safety and a budget hitch has
THE FACE of Nevada City is changing rapidly due to the freeway
construction, The photos above show a before, during and after
the blast picture of the work at the foot of Broad Street,
caused the Grass Valley School
District to scrap plans to house
its seventh and eighth graders
in the junior high school next
year,
The district had been negotiating with the high school district for several months and finally settled on a plan to use the
junior high for one more year,
But a'recent ruling by the attomey general's office relating
to the safety of buildings constructed before 1933 places the
liability for injury to any student
in such a condemned building
on every school board member
instead of the total board itself.
In addition to this, the board
learned that even if it could use
the junior high which it now
appears it cannot, state law does
not make any provision for budgeting for such a program,
State Department officials told
Grass Valley that they could do
what they wanted, but if they
went ahead with the proposed
one year junior high program,
the State Department would
withold apportionments to the
district.
Faced with these problems, the
board decided to goto the alternative of using portable classrooms at the Hennessy School
site. The program originally

Goes To Committee
For Negotiation
T he proposal to turn the historic Ott’s Assay office into a
post office went back to the
committee Monday night after
the city council received and
reviewed drafts of the necessary
documents,
Action on the proposal of the
Nevada Company to lease the
structure from the city and turn
it into a post office was held up
last week pending completion of
a lease by City Attorney William Wetherall,
Atan adjourned meeting Monday night the council received
a tentative lease, an option to’
lease, resolution to lease and a
resolution for the city to purchase exc.ess freeway land in
the area of the building from the
State of California.
The proposal calls for the city
to purchase the building and
area near the freeway from the
state and then lease it to the
Nevada Company for a 50 year
period,
The company will make a
lumpsum payment of $19,000
to lease the building, will restore and maintain the structure
and make necessary additions
required by federal postal authorities. The company will
also create a parking lot adjacent tothe building. At the
end of.the 50 year period, the
building and property will revert to the city free and clear,
Council members felt that the
documents contained sufficient
information to start negotiation
with the company and voted to
turn the matter back to the
council committee composed of
Councilman Bob Paine and Joe
Day, Jr.
son named himself as an alternate to the city committee.
_ Thecouncil accepted the tentative budget of the fire department. The major new item is
the purchase of a new switchboard for the fire alarm system.
This item of $5,740 will be paid
for over a two year period.
The council also reviewed the
police department budget, but
withheld acceptance until the
next budget session.
In addition to rising costs for
materials and supplies, the majornew item in the police budget is a $6,000 increase for salaries.
The tentative budget presented tothe council calls for expenditures of $263,400 and re(Cont. on page 19 col 3)
