This has been disclosed by Keith Ball, chief of the drivers license bureau of the Motor Vehicle Department. ‘For several months the bureau has been experimenting with a new program designed to make renewals easier for a substantial number of motorists. : Under a pilot study, drivers with unblemished records since their last renewal are being renewed without examination in a few areas of the state. Depending upon the conclusions of the study it is quite possible the program will be expanded for all California drivers. Ball is enthusiastic-about the program ‘Think of the savings next year if 1,700,000 people do not have to take time off from work to renew their licenses;” he chirped. So, if the pilot study is favorable, many drivers will not only avoid the inconvenience of submitting to retesting but will also save the $3.25 renewal fee. For it is planned to-waive that charge if no examination is required. The other side of the coin is that those whose records ‘are not clean will find renewal tests becoming stricter. “Our manpower will be devoted to more meaningful tests of people who have entries in their records and will be designed to coordinate specifically with the type of entries in the records,”’ Ball explained. _ The tests will be classified in accordance with the frequency and seriousness of the traffic violations. They will range from easily computed objective testing’to more elaborate and comprehensive measurements. Drivers with aggravated records of violations will be given in depth written tests not only dealing with the rules of the road but with operational and attitude problems. “Violators with aggravated records will most probably be subject to operational demonstrations in addition to the written tests. These driving tests will differ from those currently used. We are considering destination tests. The instructor will require the driver to drive to a specific destination. The individual will be judged on how he progresses through traffic, the route he selectes, and his attitude towards other motorists and pedestrians,’’ Ball said. ‘ _Through this method it is expected an examiner can more readily identify driving problems, offer constructivesuggestions for improvement, and rule out those unacceptable for licensing. The waiving of.fees for those whose records earn them an automatic renewal will result in an anitcipated revenue loss of about $5% million. But there is an offset. “The loss,”’ Ball explains, ‘‘is almost made up by the savings in processing renewals and examination costs.” Of course the stepped up efforts in connection with those who are required to be re-examined will result in higher costs in connection with those individuals. However, there is no present plan to increase the-renewal fees. Ball said the new program is planned for a three year trial, After that it may be determined to raise fees in accordance with instruction and examination time required for the applicants. The great advantage of the program, according to Ball, is that it permits the department to direct its attention to those who are creating the highway problems. Of course, Ball expects the prospect of being able to renew one’s license without examination and without cost will spur many to more careful driving. Eye exercises won't help visual perception Medical authorities agree that eye exercises are of no value in improving visual perception, which is the ability to understand and interpret the Meaning of words, letters and symbols. Since clues in word recognition are transmitted through the_eyes to the brain, it had long been assumed by many people that’ difficulties in learning were due to ocular abnormalities. The condition of faulty visual perception, seeing reversals in letters, words and numbers, is known as dyslexia. Extensive studies have now shown that dyslexic or learningdisabled children have no more ocular abnormalities than children who are _normal — achievers and reading at grade level. However, ocular defects that interfere with visual sensationrefractive errors such as nearor far-sightedness, or eye muscle imbalance such as crossed or wall-eyes—can and should be corrected through appropriate means: Glasses, eye muscle exercises (orthoptics) or surgery. It should be understood ‘that correcting these types of defects does not solve the difficulties the dyslexic child encounters in visual perception. Because of this, public schools and other public institutions using eye exercises and eye motor training programs as the sole help for learning-disabled children are being advised by ophthalmologists and other medical specialists that visual perception problems require a multi-disciplinary appoach through medicine, education and psychology in diagnosis and treatment. Often the forerunners of learning disabilities can be detected by three years of age. “Since help may be more effective during the early years, your physician may want to refer the child with this problem * for appropriate treatment before school age.
