states are similar in many ways,

created to settle problems of
water rights at lakes and streams
originating in California but
flowing down the eastern slope
of the Sierra into Nevada.
Banks suggested both states
recognize all existing water uses
in the Lake Tahoe. Basin. This
would give all users legal rights
