The meeting will be held in the Community Hall in Downieville on September 13 and will begin at 10 in the morning. The Upper Yuba River Policy Area is described as the streams and tributaries upstream from Rice Crossing at the head of Englebright Reservoir. The North Yuba, the Middle Yuba, Bullards Bar Reservoir, and Milton Reservoir are the major ‘Water bodies covered by the policy. The Upper Yuba is the source of about 1,800,000 acre feet of water each year and the proposed policy sets guidelines for protecting the quality of the water. The chief uses made of the waters .are recreation, fishing and fish propagation, power production, domestic and municipal water supply, aesthetic enjoyment, and mining. The streams may transport or disperse wastes from these activities. The existing quality of the streams is very good and eminently suited for the uses made of the waters, The objective of the policy is to maintain the existing quality levels. During the August recess of Congress, Representative Johnson traveled through 16 of the 20 counties which make up the Second, mountain-valley counties, District. On each of the 25 days since his return to California August 9, Congressman Johnson held a series of meetings with representatives of local government, chambers of commerce, civic organization, federal agencies, farm and industrial groups and individuals, discussing the problems of the region and the activities of the 90th Congress. ing to marketing orders on "The Congress faces many issues and problems on which decisions must be made," Congressman Johnson said.
