WHEREAS, Proposition 15, on California's 1960 fall
general election ballot would alter the traditional representation in the California State Senate and upset the
balance in the State Senate which has existed for more .
.than 34 years, and
WHEREAS, Such alteration would work against good
government of the State of California, both North and
South, opening the door to many kinds of abuses of the
legislative process, and
WHEREAS, such alteration. would intensify the unfortunate feeling of distrust between Northern California and
Southern. California which is now prevalent in the minds
of some Californians, and
WHEREAS, inthe face of the threat of passage of this
obviously harmful, clearly mischievous and manifestly
ernicious measure the Central Committee of the Repubican Party of the State of California, in convention assembled, chose to neglect and ignore the danger :confronting all citizens, Republicans, Democrats and independents, andto fail to take any stand whatsoever in respect of this dangerous proposition,
. NOW, THEREFORE, BEIT RESOLVED, that the Republican State Central Committee be, and it hereby is censured for it's careless attitude in the face of a most ser°
