COUNTY OFFICIAL © PRESS,
SATURDAY, APRIL 14th, 1866,
Maxtmtttan’s AnMY.—Informatien from.
tan officer lately in the service of the Ear
poror Maximilian, in Mexico, is to the effect
tuat in January last, his force was in round
Viti bers as follows: French, 30,000; Aue
trian, Belgiaa, Egyptian, etc., 10,000 ; Mex-:
ican (conten goerrillus,) 5,0003 makeng a}
total effective torce of about 45,000 nen.—
_ “Phis force has 20 field p:eces, and includes
_LA® rogiments of cavalry, Maximiliaa has}
00 paper a native force of 30,000 men under
foreign officers, but this has proved entirely
‘woavailing, fur whenever the attempt has
déen made to muster them, they. desert in
euch numbers that it requires the services
of all the reliable troops near the rendezvous to wateh them. It is said thet Mar'~ghal Bazaine's Chief of Staff had gone to
France to ask for. a reinforcement: of 30,000
men, and it is bighly probable, as, recently;
Marshal Forey, in the French Chambers:
‘ @tated ‘that & reinforcément was required.—
It: was also reported ‘jn Mexico that the
Austrian Government had started a project
to induce the emigration of 100,000 men to+
Mexico, and that a number of men would be
mustered out of the Austrian service with
Eke understanding that they would go
tb Mexico and enter the service of Maximilian by building up military colonies, and
holding themselves ready to support the Emnperor when called upon,
a
Tae Puain Tautu.—One of the truest
and firmest men in Congress 1s General Garfield, who, in a recent speech, spoke as fol.
lows: “As to the lately rebellious States,
we should listen to what they have to say
on the basis that, prima facia, the évidence
is against them. The burden of proof should
rest on them. He would not vote to bring
them hereunless as before a grand inquest
of the nation, or as a court, Let them come
before the bar and show that they are worthy to be brought in. When he knew them
last they were firing bullets at him, ard
were thrasting bayonets into our fellow citi" gens, starving prisoners in dungeons and
burning towns. They bated the Union
above-all things, and were bound by bloody
oaths to see it die; and they must come before us and give evidence, strong as Holy
Writ, that they are fit to be received into
the Union. If they had accepted the result
of the war, so did Buckber at Fort Donel.
son,and so did Pemberton at Vicksburg,
and in neother way, se tar as he knew.”
Even the present political crisis, has its’
comic aspect. _The Norwich Bulletin has
discovered it and speaks as, folluws of the
* Hartford Times and other Democratic papers: They wriggle and twist with delight.
The Hartford Times, whose substinence for
the past five years bis been on funeral
baked meats, bobs round the arena in a perfect ecstacy of pleasure, It slaps the President on the buck, calls him “Glorious Old
Andy,” says he iv “a tower of strength
against the assanlte of ‘didtivionists,” culls
the people to rally round him, and pirouettes about him as though he was a long-lost
brother, left in his infancy on a degolate is
‘land, but now discovered and recognized and
identifieé by the wart on his elbow and the .
elegant voice he has for whisky, The Times
acts like an elephant that has been taking
chloroform. Who cares-for broken crockery when fua like this is going on ?
oe
‘Sounv.—The Tertitorial Enterprise, on
the passage of the Civil Rights bill, says:
*‘Let the loyal wen of the South rejoice, for
they will not be left defenseless against their
eviemies ; let the freedmen thank God, for
they are notte be returned toa bondage
wore oppressive than slavery ; let the bonfires be rekindled ‘on every Northern eminenee, for Congress has declared that hun,
dreds of thousonds of patriot lives bave not
been sacrificed in vain” ~~ a
Tue Virgitia. City Union purports to have
"got information-that is unquestionably “authoritative,” thatitis the intention ef the
. great high priest of the Mormons at Salt
Lake City to throw himeelf under the pro‘tection of Gem Connor, on the retura of that
officer ftom. Washington, and that in case
he dogs, a great commotion will be kicked
up in the city of the Saints, that will be
wecond dbly'to our late internal rebéilion.
Paper S0cks.—Thieis the latest invention noted in the:Eastern papers. The Scientific American epeake favorably of it and
Ima recent speech delivered at Wheeling,
ibis, General Thouiss M. Harris, s naot the post of Fredericksburg spoke as follows: “Bat the safety of the Goverament
requires that you eb po rebel come to Congress while he isa rebel; andthe safety of
the couttry requires ‘thet you let no man
come inte Congress who has ever committed the crime uf treason. They.-tell you
they cannot elect snybody else because they
have ao loyal men. I tell sou thatis not so.
They said the same thing in the county
all their officers: there, and-took paing to
elect rebels, and their papers advocated
‘their claims specially on the ground of the
service they bad rendered in the rebellion ;
and they would not notice “anybody else or
have anybody else to represent them, when,
to my kuowledge there were in_the town
of Fredericksburg about:sixty loyal men’
and athongst them, men better qualified and
men they elected. They did not want to
elect loyal mon. They did not want to find
them. They would show them ho countenance ; and were it not for the protecting
power of the Government, by ite military
authority, they would persecute. them so
badly they could not live ainong them.”
New OKLEANS is fust becoming Yankeeized. A recent letter from that city says
that men from the North and: Westin targe
numbers, many of théim lately generals, colonels, captains, lieutenants and privates in
the national army, have settled there and
entered into business of all kinds, and under
their energy, perseverance and industry, the
old creole metropolis is fust loosing its furmer French and Spanish characteristics.
Houston, TexAs.—The first National
Bank has been established in Houston, Texas, with a capital of $150,000. Another is
already talked of. A large cotton factory
is also going up in that city, the machinery
being io process of construction in New Jersey. Another one is in course of organization, with a capital of $100,000. Houston
is also to have.a gas company, and a corporatien is talked of to dig out Buffalo Bayou
to Galveston Bay, aud make a sbip canal,
with a permanent depth throughout of ten
feet of water. ;
MONTANA VIGILANTEs.—A letter from
Helena, in the Walla Walla Stateman, speaking of the Vigilantes, enys that the organization was in full force, numbering 16,000.
members in the Territory, and was constuntly increasing ; that it was as perfect as the
Parisian police system, and had beea the
great mora! balance-wheel which had kept
the Territory inanything like a civil Or safe
condition.
~~
TREASURE.—The San Francisco Call says
that from January Ist to March 31st of the
preseut year. there was received at that port,
as per invoice, $11,131,016 in treasure, and
that the amount shipped was $9,532,554.
This would indicate that the smount of treasure in the country was increased during the
three months to the amount of $1,598,462.

* PersonaL.— We learn that Col. Charles
James, late Collector of the Port of San
. Francisco, was among those who took their
departure from California by the Gulden
City. The Colonel is accompanied by bis
family, wnd will probably be away from our
shores several months.
Costlenau has announced tothé Paris Academy of Sciences that the cause of.cholera is

THE cheapness of the Swiss newspapors
is remarkable, even in this age of cheap
literature. One of them, which contains
the ordinary amount of matter publivhed-in
a weekly paper, gusts one franc a’year, or
not quite a farthing per number.
